Circular Justice is a discovery-stage social-innovation concept examining whether institutional material flows can be managed more circularly — reducing avoidable waste while exploring responsible opportunities for reuse, skills development, training and rehabilitation.

Early work may use synthetic, aggregated or appropriately authorised data. The proposed platform would not make automated decisions about individual prisoners. Any future institutional work would require appropriate safeguards, human review and formal permissions.
The concept is not yet an operating programme and no institutional partnership, savings, environmental outcome or participant benefit is claimed in advance. Its purpose at this stage is to investigate whether a safe, measurable and transferable model can be developed. Circular Justice is not a live AI platform. It has no prison or HMPPS partnership, no access to prisoners or prisoner data, no approved government pilot, no established European consortium and no funding approval.
